Books

Space Strategy and Military Doctrine:  Policy Documents of NATO Allies.  Under contract with Praeger/Bloomsbury.  Probable publication date August 2025.

So You Want to Study Geopolitics?:   A Guide to Classes, Curriculum, and Resources.  Mackinder Forum. 2021.   This is probably more of a study guide than a book.

Global Defence Procurement and the F-35 Joint Strike Fighter. New York: Palgrave-Macmillan. 2019.
“In  Global Defense  Procurement and the F-35 Joint Strike Fighter, author Bert Chapman sets out ‘to provide a history of the JSF from a comparative multinational perspective transcending the U.s.-centric approach to the JSF.”…In this he has written a useful work that provides a succinct and valuable overview of the experiences of program participants.” (Steven J. Childs, Journal of Advanced  Military Studies, Vol. 11 (1)(2020).
“The most comprehensive study published to date on the JSF programme…” Italian Institute of International Affairs, January 2020:  3.
“The layout is logical and brings coherence to an otherwise complex topic…begins by situating the F-35 within a historical context of jet fighter aircraft development, discussing different generations and their technical characteristics….assesses the threat context the F-35 is designed to operate in–providing much useful information on emerging Russian and Chinese capability in its own right–before examining…the differentt experiences of the key national partners in turn…In a balanced conclusion, the author accepts the shortcomings involved, but points out these replicate the experience of similiar programs in the past…he makes a compelling argument for the F-35 as an absolutely necessary capability, without a viable alternative, which is now proving its real worth as it matures in service….this book provides an excellent primer on the genesis and development of an essential capability which will underpin the hard edge of the UK’s combat air power now and in the immediate future….this book should be compulsory reading for all those with a professional interest in either the F-35 or the procurement and acquisition stream.”  Air and Space Power Review, 22 (3)(2019):  138-140.

“…a timely contribution to the public understanding of the largest defence project yet…”  “…A serious attempt to unpack the story of the F-35.  The research is thorough and the extemsive reference list is a valuable resource….The author has worked extensively from primary source material to pull together a more complete story than any I’ve seen in one place before, and the reading list will keep anyone wanting to read into the F-35 program busy for a long time.” Security Challenges, 15 (1)(2019:)  79-81

“Bert Chapman should be commended for providing an effective and informative look at the program and US and overseas procurement.”  “Across all the countries Chapman examines, a common theme emerges, in which rising cost, developmental challenges, and delivery delays spark controversy and criticism, but the F-35 generally remains the only viable fifth-generation option….  For readers interested in current defense procurement and students of airpower history broadly, Global Defense Procurement is a valuable and accessible resource.”
Air University Press (Air and Space Power Journal).

Export Controls: A Contemporary History. Lanham, MD: University Press of America, 2013.
“This book does a good job covering the history of US export controls, going back to the early 1900’s in some cases.  It explains the history of various government agencies that play a role (Depts of Defense, Commerce, Treasury, etc.), as
well as the Senate & House, and non-governmental groups that have played a role.  The various regulations and legislation are covered in some level of detail.  As best as I can tell there aren’t many recent books on Amazon that cover
these topics, at least to this depth, and in a language that people without a law degree can understand.”  Amazon.com 4 stars Greg Davis, March 13, 2016.
